I really felt like one of the points of the ep (maybe unintentionally??) was that Katie and Rodney just don't know each other or have a strong enough relationship to make it through a crisis, while Sheppard knows him so well he normally can get him to stand up and save the day. As well as knowing his password...
I joked to my husband while watching Rodney's proposal get stopped by the quarantine procedure that even Atlantis knows Rodney needs John more than he needs Katie, and was determined to prevent him from proposing. After all, Rodney with Sheppard has saved Atlantis time and again...
Also, it's significant that Rodney decided to propose after Jeannie told him he couldn't do better, basically, and after Sheppard basically talked a man into suicide to save Rodney. It just makes it feel less about poor Katie, and more about Rodney suddenly wanting a normal, safe marriage... That's my slashy interpretation and I'm sticking to it.
